For 1 cup (250ml) of buttermilk, mix 3/4 cup + 3 tbsp (235ml) of milk with 1 tbsp (15ml) of vinegar. Let sit for 10-15 minutes before using.
How much flour you use in a recipe will greatly impact the results of your baked goods. For an accurate measurement, you will need a kitchen scale. Aside from using a scale, you would use the spoon and level method. Starting by scooping out your flour and placing it in your measuring cup, then use a knife to level off the top. If you scoop the flour directly with your measuring cup you will end up packing in more flour than required.
